What does conflict-oriented strategic counsel mean?

It means advisory work done by a litigator: every recommendation is tested against the question of how it would look if the conflict escalated to a courtroom or tribunal. Strategy is built to survive contact with an adversary, not just to read well.

When is a second opinion on litigation strategy worth getting?

Before irreversible steps — filing, waiving, settling, testifying. A second opinion is most valuable when it is still cheap to change course, and it works best when it is independent of the counsel whose strategy it reviews.

Can strategy work stay privileged?
